Why are voices not playing but sound effects are fine, and how do I fix it?

Voices are barely audible, but sound effects are quite loud. I don't have telephone because I use internet for all my calling, but now I can barely hear. I tried to play a movie, and the background music played fine but I couldnt hear the characters speaking. What is causing this and how do I fix it?
