My chatmate want to meet with me..should i meet him? im a girl,16y/o..pls help?

i've met a guy through ym.he is 23 and he told me that he's in california..when we chatted we trade our pics and after i saw him i asked him if he is a filipino and he said he is.he lived in a certain city in philippines..accidentally i also lived in that ceratain city, but in different location.after a week i was suprised when we got the chance to chat again...he told me that he arrived from california that night. (but ofcoursed its not about me thats why he came in our city..they got a business in here..)...anyways..after 3 days staying here in CDO he asked me if we could meet each other? i declined because im not used to meeting after i chatted with a person..wellhe's nice,his not like other guys in chat that talks about nasty things..we belong to the same races too..he is a filipino and i am a filipino too..he just migrated in california..so uhmm..what should i do?should i meet him?im shy...please help me...
