How can the Philippines effectively control population growth?

Right now, the Philippine population is at 88 million and counting. Our economy is improving in comparison to that of countries such as the States, but many people do not feel these effects. One of the most probable reasons for this is due to the fact that there are too many people and there is thus not enough money to go around. Any suggestions? BTW, no smart-alec answers, please. :)
