BF always wants me to make the move first, is that ok you think?

He does not aways call or initiate activities so I question (to myself) whether he really loves me. But if I make the arrangements and call first, he is happy. When we have a quarrel, it seems like I am the one calls/talks to him first and he totally happy to get back with me. It seems like he doesn't have strong desire of doing things, like if I don't arrange activities and call/text him, I don't feel we have enough in between. I also can't wait for the long to have him talk/call me first after we fight. At times it gets uncomfortable because the instinct seems to tell me he doesn't love me enough. What type of state of mind he has? Is that just his personality that I should not question his love for me?
